Tagging: Need Screen to Request Access to socras

When I click on the notification, nothing displays (expected behavior). Here's how we should resolve this:
#1 Instead of a blank screen, we should show a screen where I can request access to that socra. [I will send an update tomorrow with figma for this]. After I request access, Nick would receive a notification saying "@ed is requesting access to the "socra title". Everyone who is a owner or has the ability to accept my request should receive this notification. The notification should be cleared for everyone once request is approved/rejected. By default, user should request "commenter" access (I will make this clear on the UI).
#2 In addition, Nick should also have received a dialog (use socra general dialog) with a message saying: "You mentioned @ed to this socra, but this user doesn't have access and won't be able to view the content." {button: cancel} {button: Give access} Similarly to above, by default user should be granted "commenter" access.
The above should happen only if the user who mentioned is able to give access.
If a member mentions somebody but is not able to add that person to the socra, only #1 applies.
**Summary:**
When tagged in a socra, if a user lacks access, a screen should prompt them to request access, with notifications sent to owners and viewers. Nick should see a dialog about the user's lack of access, with options to grant or cancel access. Notifications should clear upon approval/rejection.By Eduarda Ferreira
